Governor Andy Beshear detailed three steps to Phase One of re-opening Kentucky during his Wednesday afternoon news conference. It includes vehicle dealerships, houses of worship, and salons. However, initial plans do not involve restaurants, daycares, or public pools.

Medical facilities allowed to open this week included diagnostic radiology, medical offices, physical therapists, chiropractors and optometrists. If the state does not see a surge of cases, Phase Two of the medical reopening plan will go into effect on May 6. That phase includes outpatient/ambulatory surgeries and invasive procedures. All patients are required to have COVID-19 testing, and medical practices must maintain a 14-day supply of Personal Protective Equipment (PPE).

A detailed plan of action is expected to be released on how to operate businesses during this difficult time. They will all be required to meet the 10 steps outlined in Beshear’s Tuesday news conference.

10 steps required for re-opening:

  • Continue telework where possible
  • Phased return to work
  • Onsite temperature/health checks
  • Universal masks and other necessary PPE
  • Close common areas
  • Enforce social distancing
  • Limit face-to-face meetings
  • Sanitizer/hand wash stations
  • Special accommodations
  • Testing plan

Beshear continued to stress the importance of social distancing and the need for telework. Dates are contingent on the state not seeing a spike in cases after each reopening phase. Those not included in Phase One include restaurants, movie theaters, gyms, camps and youth sports, public pools, and daycares.

As of May 11, it will be mandatory to wear masks in public. The governor clarified that masks will not be required while you are at home or if you are alone on a walk or run in your neighborhood.
